tFLOW fails to apply a fixup based on new “Place” command

If you are running Turbine under Windows make sure to:

• Have pdfToolbox CLI version 8.
• Install Visual C++ Redistributable Packages for Visual Studio 2013, 32 bit version (vcredist_x86.exe).
